There are still many issues within public law that have not yet been developed by scholars, especially in the Arabic language. Up until 1986, perhaps one of the most important topics that had not been discussed in the Arabic language, despite the importance and seriousness of the subject, is the functions of the resigned government. A study on the topic was carried out based on the theory that governments that resign and are replaced, never completely let go of power. The study discusses the legal power a government has after it resigns as well as the power it holds other than that allowed by the law. The Arab region as a whole is still witnessing the phenomenon of political instability, which creates a wide and welcome field in the application of this theory.
Originally printed in 1986, the cover's redesign is suited to both elder readers interested in politics and law, as well as the growing number of young Arabic readers as a result of today's political instability in the region. Given the seriousness of the topic, the cover design followed a solely typographic recipe. Gold has been a significant part of Middle Eastern cultures for centuries. Needless to say; it holds deep economic, cultural, social, and aesthetic relevance in these nations even today. As such the title runs the length of the cover in a modern shade of rose gold, set against a dark, plain background.
